Over two energising days at Innovation 2026, hosted at ExCeL London, CloudSource had the opportunity to connect with more than 3,500 public sector leaders and civil servants. The event was packed with meaningful conversations, fresh perspectives, and a shared ambition: to unlock the real value of digital transformation across public services.
From insightful discussions on the exhibition floor to thought-provoking sessions, one theme stood out above all: there is no shortage of ambition when it comes to AI in government. But turning that ambition into a tangible, lasting impact remains the real challenge.
A sector at a crossroads
One standout session, “Embracing AI: Fix the foundations “, perfectly captured the current state of play. Public sector organisations are under increasing pressure to adopt AI, with strong top-down encouragement to innovate. Yet, successful delivery has not kept pace. Why? Because too often, AI initiatives are driven by technology first—rather than by process, people, and real service needs.

Data matters, but knowledge matters more
While structuring and cleansing data is essential, the true untapped asset lies in the knowledge held by frontline staff. Their experience, embedded in day-to-day processes, is what drives effective decision-making. The challenge isn’t just organising data, but capturing and operationalising this knowledge so AI can meaningfully enhance services.
Foundation first, transformation follows
There’s a growing expectation that AI should deliver immediate results. But without the right foundations, early efforts often disappoint. The real value of AI emerges over time when it’s embedded into well-designed workflows and supported by strong operational foundations.
Stop layering technology on broken processes
A common pitfall is adding AI on top of outdated workflows. Instead of improving efficiency, this often leads to duplication, fragmentation, and increased manual effort. True transformation comes from redesigning processes end-to-end, eliminating unnecessary work, not just accelerating it.
Start with the user, not the technology
AI adoption should follow the same principles as any service improvement initiative. Understand the user journey, identify pain points, map workflows, and then determine where AI can add value. Technology should support better processes, not patch over flawed ones.
From pilots to real impact
There’s a clear paradox in the public sector today: high ambition, low adoption. Despite widespread enthusiasm, only a fraction of civil servants use AI in their daily work. Many organisations are stuck in pilot mode, experimenting without scaling.
