Regulation is evolving rapidly, and 2025 has proved that change is no longer optional. From the launch of new independent regulators to major healthcare reforms, the year marked a clear shift: regulators are modernising how they operate to remain relevant, resilient, and trusted.

Across the UK and Ireland, executive teams are asking the same questions:

How do we simplify registrations? How do we digitise outdated casework? How do we deliver better experiences for citizens and registrants while meeting rising expectations?

Based on the four major programmes we delivered in 2025, it’s clear that regulators are choosing to act, modernising registration lifecycles, fitness-to-practice processes, and licensing platforms to build forward-thinking organisations that drive the economy and public trust.

What's next for regulatory bodies in 2026

The UK Government’s Smarter Regulation agenda and HM Treasury’s red-tape action are reshaping the regulatory landscape by driving reforms to reduce administrative burdens, demanding more digital-first approaches. Ireland is matching pace with its updated National Digital and AI Strategy, making tech adoption non-negotiable.

2026 is the year to act. Outdated systems can’t deliver the speed or resilience regulatory bodies need. To keep pace, they must harness the full power of technology to reimagine regulation as a driver of progress, trust, and public value. The race for regulators is to be data-driven, forward-thinking, and to drive the economy, rather than to be the lightning rod when things go wrong.

Delivering Digital Regulation at Scale with CloudSource Regulatory Accelerator

For over a decade, we’ve been helping regulators lead confidently in a rapidly evolving ecosystem. In 2025 alone, we delivered four major regulatory transformation projects:

  • Healthcare—one in the UK, one in Ireland—modernising registration and revalidation services

  • Transport—we future-proofed the train driver licensing platform for Britain’s rail regulator and National Highways monitor

  • A new UK regulator—we partnered with the Independent Football Regulator and delivered a digital system for enquiry management and reporting. It was a unique opportunity to design, structure, and stand up a national regulator from scratch, and we are honoured to have helped IFR on its journey to becoming a forward-looking, digital-first regulator.

These successful projects have been powered by our Regulatory Accelerator, which brings together Microsoft’s trusted technology, AI-driven automation, and our deep expertise to deliver regulatory platforms that are secure, scalable, and ready for tomorrow.

It’s engineered for AI‑assisted triage, digital workflows, and citizen‑centred journeys that reduce effort across the board. Our teams bring UK & EU experience, onshore delivery, and a Microsoft Copilot & AI lens that turns complexity into clarity.
